In addition to Arata's background, I'll be defining some terms in the world of Psycho-Pass which will be used in the next sections of the application—
Psycho-Pass - This is a reading of one's individual mind via cymatic scan. A Psycho-Pass includes a Crime Coefficient and a Hue/Colour.
Crime Coefficient - This is the numerical reading one's probability to commit a crime. When a Crime Coefficient rises above 100, the person becomes a latent criminal and will need rehabilitation. Those with a Crime Coefficient of over 300 are deemed to be dangerous and are to be eliminated without undergoing therapy whatsoever.
Hue - One's hue reflects how stressed a person is. Having a clear hue (white) means that the person isn't that stressed, while a person with a black hue is very stressed and may be dangerous.
Sibyl System - The Sibyl System (or just Sibyl) is a law enforcement organisation that works with the national government of Japan to manage crime. It is a hive mind of people's identities who both determine the Psycho-Pass of the population of Japan, as well as extract judgment on people whose Crime Coefficients are more than what's regulated.
Dominator - A gun connected to Sibyl that may either paralyse, eliminate, or decompose its target, depending on the target's crime coefficient.
Ministry of Welfare Public Safety Bureau - the MWPSB is the political centre of Japan. Those assigned to the Crime Investigation Department are this universe's version of the police.
Inspector - Inspectors are members of the MWPSB who have both clear hues and high academics. They are the brain of the bureau.
Enforcers - The brawn of the bureau, typically. They are latent criminals hired by the government themselves, and are considered hunting dogs rather than actual humans.
PERSONALITY: In a country where one's mental state determines one's place in society, Arata Shindo grew up interested in the human mind. His father, Atsushi, was a mentalist, and his high empathy, intuitiveness, manipulative abilities, as well as other mental abilities, were inherited by Arata.
Growing up, Arata always believed that people can change if given the chance. Sibyl may decide if a person lives or dies, but Arata believes that a person shouldn't die just because they're a latent criminal. Whenever Enforcers point their Dominators at latent criminals, Arata always tries his best to stop them, even if it gets in the way of the society's definition of "justice". As a child, he'd say that people who are disturbed and are going the wrong path can be fine and have a clear hue again with the help of counselling, and he continues to believe it at present.
As a Class-A Mentalist, Arata is able to metaphorically go back in time through "mental tracing" and figure out how certain things happened by assuming the role of the person he's investigating. He thinks of how another person may act and think, considers their surroundings and all other factors, and solves cases through mental tracing. This makes him highly empathic and he can identify with just about anyone. Even in high school, he's studied cognitive behaviour, and his path moving forward included human psychology and human-speech language pathology. He is also a licensed mental care counsellor, mental care technician, mental care psychologist, first class therapist, clinical care psychologist, and a speech-language pathologist. Basically— Arata knows people. He loves human beings, observing them, and it's his love and interest that makes him want to protect everyone.
Most people discriminate against latent criminals. Arata himself carries a clear hue and is far from being a criminal; Sibyl even considers himself to be a model citizen since it has judged Arata to be suitable to protect the country. He treats everyone equally, however, no matter what their crime coefficient may be. Arata believes that one's humanity isn't defined by one's crime coefficient. Others may regard latent criminals as animals or people who can easily be disposed of, but Arata would rather protect a latent criminal rather than have them die despite Sibyl's judgment. The Enforcers in his division are people he treats with respect, not just as hunting dogs.
It may be because he knows how the mind works so well that he's not one to show how
he feels. His disposition is always bright and cheerful, even a little immature and shameless, and he's quick to joke around. He never wants people to worry about him and feels guilty whenever they do. If people consider him carefree and happy-go-lucky, then they will take care of themselves and won't mind him.
Even though Arata cares a lot for others, he doesn't care much for himself. In many ways, he's a reckless person. He tends to get a little too lost in his thoughts, especially in a crime scene. There was an instance where he almost drowned, almost falling into the ocean while following a lead. It was fortunate that there was somebody who saved him in time. Other instances include falling from tens of feet off the ground to save a governor, injuring his arm in the process. He doesn't care so much about solving a case because it's his job - it's because he wants to learn the truth and help people become better. If he gets sick or if he gets hurt because of it, then it's a price he's willing to pay. Whenever Arata does a mental trace, it tends to leave him very vulnerable and it strains his body a little too much that his consciousness could get lost and he may never find himself again. If it's to solve the truth, then he's more than willing to do it. (Not to mention, he doesn't eat vegetables!)
There is a lot that Arata keeps to himself, and that includes having a special Psycho-Pass. He is criminally asymptomatic—a person whose personality and Psycho-Pass don't match. Those who possess this trait tend to be dispassionate and are able to stay calm in any situation. Some don't even feel pain, nor experience the emotions of loss or remorse, which tend to cloud one's hue. Arata should have had a clouded hue due to his mother's death and father's suicide growing up, but he's remained to have a clear hue throughout the years. His crime coefficient even went down to 0 rather than going up when he was approaching a man who orchestrated many deaths and could have blown them up. It's because he's mostly unemotional that he's able to easily go from mental tracing to making a quick and rational decision in a matter of seconds.
Arata works well with Kei, his childhood friend and partner Inspector. Kei's brother passed away the same year as Arata's father commits suicide and the two deaths are believed to be linked to one another, but both Kei and Arata seem to have only gotten closer rather than fight over it. They've made a promise to one another, as well as a promise to Kei's wife Maiko, that they will uncover the truth together and accept it, no matter how much it hurts. Arata's loyalty and trust towards Kei isn't one to be doubted, but he still does some things behind Kei's back such as do mental traces without the other's presence or other dangerous things. However, due to Arata's mentalist abilities, he's also used Kei once or twice for his own gain.
Eccentric and secretive as Arata may be, he's still a genius who just wants justice and equality for everyone in Japan. He didn't follow his father's footsteps on purpose, but because he wants to uncover the truth of the world and change it along the way.
POWERS/ABILITIES:Mentalism - Arata is very intuitive, perceptive, empathic, and can easily read people. I'm only adding it here because his mentalism abilities make him seem like a psychic when compare to the other people in the series.
Mental Trace - through mentalism, Arata is able to identify as another person to envision and retrace their steps and their thoughts.
Apart from that, Arata is skilled in parkour!
